Although, there are no charges to implement this technology in smartphones, still many manufacturers are yet to use it in big smartphones like Pocofone F1 etc. The manufacturers only need to pass a certification process to implement Widevine L1 security support. To do so, they need to implement some software libraries and accept legal agreements. All the process is so simple that all processors which are currently being used in Android smartphones are capable of this technology still if the manufacturers avoid this then this will only be the wonder or their lack of testing time.

Widevine has three certification levels : L1, L2, and L3. Since the Xiaomi Poco F1 has Widevine L3, you can watch videos from Netflix at a maximum quality of p and not p, p, or even the 4K options that Netflix offers. The OnePlus 6 ships with Widevine L1 certification out of the box, so this is no longer required on newer OnePlus devices.
There have been some devices that received updates that bring Widevine L1 certification, but those devices already had the required device-unique secret key in the TrustZone. Although, the various steps needed to acquire certification do cost companies their time and resources. If you want to check whether your device supports Widevine L1, or any other level of the certification, you can download the free DRM Info application from the Google Play Store.

Lack of support for Widevine L1 can, and will, result in HD video not being played properly on your Android device, regardless of how powerful your device is or what its screen resolution is. Widevine is one of the oldest and most widely used DRM solutions available out there, and one of the most effective when it comes to protecting digital content. Widevine is also used by other paid streaming services, like Amazon Prime Video. While every Android device out there supports some form of Widevine, not every phone supports the same level.
Level 1 requires hardware-backed DRM measures to process protected content. And this brings us to another point: not every flagship device out there supports L1, and are therefore not able to output HD video from Netflix. With certification out of the way, it is a software issue which can be easily solved after all, however. However, if your device, whatever the brand, is not outputting HD video on Netflix or other apps, you might as well go over to the Play Store and download DRM Info to check if Widevine is the culprit.
Unfortunately that means manually patching the Netflix app to get it running. For OnePlus owners, a fix is on the way, at least sometime in the near future. For a quick overview, it makes use of a combination of CENC encryption, licensing key exchange, and adaptive streaming quality to manage and send video to users. To achieve this, Widevine protects content across three levels of security, simply named L3, L2, and L1.
Your device will need to be certified to meet the full L1 specification if you want to stream HD content from services like Netflix. Security Level 2 only requires that cryptography, but not video processing, be carried out inside the TEE. However, appropriate measures must still be taken to protect cryptography within the host operating system. Android devices support either L1 or L3 security levels, depending on hardware and software implementations, as does Chrome OS.
Chrome on desktops will only ever support L3 at maximum. Only L1 secure devices with processing taking place entirely in the TEE can play back HD or higher quality content from Widevine secured services.
Widevine doesn't charge a license fee. Instead, hardware manufacturers only need to pass a certification process. This includes the completion of various legal agreements, implementation of some software libraries, and client integration testing to verify support, among other steps. Most smartphones, especially in the flagship tier, will allow for HD streaming from Widevine powered services, even if the smartphone is a few generations old.
Technically, all Android smartphones can support L1 Widevine security, but implementation mileage may vary with lower cost smartphones that may skimp on testing times.
